High winds and ice slowed the flow of the St. Clair River at Algonac, Mich., by an estimated one-third, with the winds raising the water more than a foot above flood stage and forcing 15 to 20 families to flee from their homes, authorities said. Meanwhile, ice jams forced the Snake River at Ontario, Ore., over its banks, prompting the evacuation of several families and stranding cattle in a flooded field, authorities said. No immediate estimate of damages was available.
