Uganda imposed censorship on news about its security forces amid new rebel charges that government troops are continuing to brutalize and kill civilians. The chief of staff, Lt. Gen. Basilio Olara Okello, said a “press security committee” is being formed to “scrutinize and approve or disapprove all news items on security forces before they are printed or broadcast.” His statement followed accusations by the guerrilla Uganda National Resistance Army that soldiers have killed more than 300 people since Uganda’s leaders and the rebels signed a power-sharing agreement Dec. 17.
