The La Palma City Council voted 4 to 0 to appoint Larry A. Herman to vill the vacancy created when Kenneth Tipton resigned last month after a long-running feud with neighbors resulted in his censure by the council. Herman, 48, is past president of the La Palma Homeowners Assn. He has lived in La Palma for 11 years and has been active in city government. He is employed by Monsanto Corp. Tipton spent New Year’s Eve in jail for contempt of court when the former councilman refused to satisfactorily pave an easement leading to his neighbor’s house, part of a civil settlement. Council members censured Tipton because they said the city was embarrassed when Tipton’s attorney told a judge that Tipton had been in New Orleans on city business and could not be in court. Mayor Keith Nelson met no opposition in nominating Herman.
