CONCORD, N.H. — The state Supreme Court today gave the green light for the main owner of the Seabrook nuclear plant to complete the long entangled project.
In a 3-2 decision, the court upheld Public Utilities Commission authorization for a major bond sale intended to raise Seabrook construction cash for Public Service Co. of New Hampshire. The decision ends a year-long legal tug-of-war over the financing plan, and it apparently ends a much longer struggle in state courts and the PUC over construction of the facility. The project was begun in 1976 and originally was scheduled to be producing power by 1979.
