Construction is under way on the 75-unit Le St. Tropez town house complex by Sand Dollar Development in Laguna Niguel. The first phase of 36 units in the two-phase development is scheduled for completion in early spring. The two- and three-bedroom units range in price from $129,450 to $189,450.
