A federal immigration judge ruled in El Paso that leftist author Margaret Randall, whose writings are critical of U.S. policy, knowingly renounced her American citizenship while living in Mexico City 18 years ago. The ruling by Judge Martin F. Spiegel was the first of a two-part decision on Randall’s request to regain her U.S. citizenship, which her lawyers argued she had renounced only to get a job in Mexico. Spiegel said his reasons would be in his written opinion to be issued today on whether Randall, 49, should be allowed to become a U.S. citizen again.
