Reagan signed a law changing last year’s farm bill.

The package of changes in the Food Security Act of 1985 includes authorization for the Administration to advance farmers part of their 1986 crop price support loans at the time they sign up in the programs. But President Reagan said he will not implement the advances because Congress adopted language making those loan advances “completely discretionary.” Farmers are signing up in 1986 crop programs now. Normally, price support loans are available at harvest, but Congress authorized advances of part of the money at sign-up to help farmers through spring planting.
