Gary L. Willey was named vice president for sales at NTS Technical Services, a division of Calabasas-based National Technical Systems. Willey had been West Coast sales manager for the division. Charles J. Brutza, formerly the division’s vice president for East Coast marketing, was appointed its vice president for marketing. NTS performs testing, mainly for the aerospace and defense industries.
