Yosemite National Park’s new superintendent wants his staff to help solve problems, instead of just posing them. “I want them to . . . bring not only problems, but a reasonable solution to those problems,” said Jack Morehead, who took over this month. The new superintendent conceded that there are morale problems among park employees because of budget cuts that reduce chances of promotion and transfer; infighting among rangers, law officers and guides; the “nibbling away” of operations and maintenance budgets; increased entrance fees, and the Gramm-Rudman Act, which threatens more budget cuts.
