Unemployment rates declined in 30 states during the 12 months through February this year although the adjusted joblessness rate for the entire nation was the same 7.3% of February, 1985, the government reported. The California rate was 7.7%. Statistics published by the Bureau of Labor Statistics showed the biggest winners in the shifting job markets over the last year were West Virginia and Indiana, while the biggest losers were Wyoming, Idaho, Louisiana and Texas.
