Babrak Karmal made his first reported public appearance in Kabul since he lost the top Communist Party post in Afghanistan. Radio Kabul, in a broadcast monitored in Islamabad, Pakistan, said Karmal spoke at a ceremony organized by Soviet military officers. Moscow, which has 115,000 troops in Afghanistan to support the Kabul government against Islamic guerrillas, reportedly was dissatisfied with Karmal’s failure to broaden the regime’s political base and with the slow pace of social and economic reforms.
