Treasury Secretary James A. Baker III called on China to be more flexible in negotiating a long-stalled treaty to protect U.S. businesses there. Baker said at the close of a four-day visit that he does not think the general climate for foreign investment is “as positive as it should be.” Yet, he said talks with Chinese leaders left him with the impression that Peking is willing to confront investment problems. American companies have invested about $1 billion in China since 1979.
