Thomas was not advising, but rather demanding that for all persons, irrespective of age, that sex only occur within the confines of heterosexual marriage.

Ideally, he would like to have tickets handed out to persons engaging in sex outside of marriage. Given that it would be impossible to come close to reaching such an ideal, he would then be happy if persons were forcefully told not to engage in sex until marriage and warned of the consequences if they do so.

Unfortunately, Thomas does not go far enough. He must be aware that there are the same evil effects of sex within marriage: unwanted pregnancy, abortion, infidelity, child abuse, etc.
