44 Generals Charged by Manila Panel : 22 Junior Officers Also Accused of Illegally Enriching Themselves

Forty-four generals and 22 junior officers were accused today of illegally enriching themselves during the 20-year rule of ousted President Ferdinand E. Marcos, government television reported.

It said the Presidential Commission on Good Government has turned over complaints against the 66 to a seven-man panel investigating the hidden wealth of officers close to Marcos.

The panel was formed by military chief Gen. Fidel Ramos a week ago in the drive by the administration of President Corazon Aquino to recover millions believed to have been taken by Marcos and his cronies from public funds.

Marcos fled the country Feb. 25, relinquishing power to Aquino after a fraud-riddled election that culminated in a military-backed “people’s revolt.” She has inherited numerous problems, including a 17-year-old communist-backed insurgency.

Aquino, widow of assassinated opposition leader Benigno S. Aquino Jr., said today that she is determined to get communist rebels to agree to a cease-fire.

‘Try My Very Best’

“I know I will not be able to win over all of the insurgents but I still will have to try my very best,” she told South Korean Foreign Minister Lee Won Kyung.

A presidential palace spokesman said she made the remarks during a 30-minute meeting with Lee, who arrived Monday for a three-day visit, the first by a South Korean government official since Aquino came to power.

Aquino made a formal offer of a cease-fire last month. She later said she was willing to wait six months for any response to her offer of a truce in the guerrilla war.

Last week she said low-level discussions were taking place between government emissaries and the rebels but that she was waiting for a response from the national leadership of the Communist Party of the Philippines and its military arm, the New People’s Army.

Defense Minister Juan Ponce Enrile repeated today that informal discussions are taking place and said six months will be enough to test the sincerity of the rebels to settle the problem peacefully.
