Pacific Nation Seeks U.S. and Soviet Ties

PORT VILA, Vanuatu —
Prime Minister Walter Lini of the small South Pacific nation of Vanuatu said Wednesday that he hopes to establish diplomatic relations with Libya, the United States and the Soviet Union this year.
Lini, whose foreign policy has been attacked as overly sympathetic toward leftist states, pledged to steer a nonaligned, independent course for Vanuatu.
