Sikh militants killed a local leader of Indian Prime Minister Rajiv Gandhi’s Congress-I Party in Punjab state, and Sikhs and Hindus in two Punjab towns clashed in street battles that left at least 19 people injured. State officials said more than 280 people were taken into preventive detention in an attempt to halt the violence by Sikh radicals during the anniversary this week of the 1984 army assault on the Golden Temple of Amritsar, the Sikhs’ holiest shrine.
