23 Killed in Attacks by Philippine Rebels

GENERAL SANTOS, Philippines —
At least 23 people were killed Tuesday when Communist rebels attacked two mountain villages in the southern Philippines, a senior army officer said.
Col. Emilio Ferolin, deputy brigade commander, said the casualties in Pagasa and Kehan, about 600 miles southeast of Manila, included seven civilians, six militiamen and 10 members of the Communist New People’s Army, which has been fighting the government since 1969.
