South African-born Zola Budd, one of the world’s outstanding women distance runners, was cleared by the Commonwealth Games Council of England to participate in this summer’s Commonwealth Games, if she is selected.

At the same time, the Amateur Swimming Assn. confirmed that Annette Cowley, also born in South Africa, was ineligible.

There had been doubts over Budd’s eligibility on the ground that she has not been a resident in England for 6 of the 12 months before the closing date of entries for the games.

Budd has a permanent residence in England but spends most of her time training in South Africa.

In the case of Cowley, 19, who holds a British passport through her English-born mother, the council supported the decision by the ASA that the freestyle swimmer was ineligible because she did not satisfy the residential qualifications.
