John Donlevy Quits as Norco City Manager

City Manager John W. Donlevy resigned after three years as Norco’s top administrator, city officials revealed Friday.

His resignation, effective Thursday morning, came amid rumors that some City Council members were trying to force him out.

The rumors were fueled by a 3 1/2-hour closed-session meeting of the City Council Wednesday night. Afterward, council members refused to discuss Donlevy’s status, and Donlevy was not available for comment on Thursday.

The council appointed Donlevy’s deputy city manager, Ronald Cano, to replace him. Cano worked under Donlevy not only for three years in Norco, but also for two years in Downey and briefly in Pico Rivera.

‘Mixed Feelings’

Cano, interviewed Friday, said he has “mixed feelings. I’m elated about the appointment . . . but on the other hand, I’ve been with someone who’s been my mentor, and I’ve developed a personal as well as a professional relationship. . . .

“I’ve always looked forward to this day when we would shake our hands and part because it would be a career advancement for me.”

Donlevy could not be reached for comment on Friday, nor could any of the five City Council members.

During Donlevy’s tenure as city manager, Norco established one of the largest redevelopment areas in California and began an aggressive campaign to lure industry and auto dealerships to the rural-residential city.

Cano, who played a strong role in those efforts, said he doesn’t plan any change in the city’s priorities.
