A hot liquid dumped in a ditch by workers trying to halt a “runaway” chemical reaction emitted a foul-smelling gas that drifted across Portland Wednesday, forcing a 10-block evacuation, officials said.

The Department of Environmental Quality asked people to stay away from the McCloskey Varnish factory in the northwest industrial area of the city. There were no immediate reports of injuries.
