Briton Postpones S. Africa Trip

Foreign Secretary Sir Geoffrey Howe, apparently convinced his efforts to promote dialogue between white leaders and black leaders would produce little progress, today postponed plans to travel to South Africa. He said he would go instead to Zambia and Zimbabwe later in the week.

Howe, as chairman of the European Common Market’s council of foreign ministers, has a mandate to try to arrange interracial talks in South Africa. But his proposed visit was snubbed by the South African government earlier when President Pieter W. Botha and Foreign Affairs Minister Roelof F. (Pik) Botha said they had full timetables for this week.
