Louise James, the owner of a MOVE row house destroyed with 60 others in a fiery battle between members of the cult and Philadelphia police will not be allowed to return to the house in the newly rebuilt neighborhood, the city said. All other residents displaced by the May 13, 1985, confrontation have been offered the chance to return, said city housing official Barbara Farley. James is the sister of MOVE founder John Africa and the mother of MOVE member Frank James Africa. Both died in the incident. Farley said properties in the rebuilt neighborhood were owned by the Philadelphia Redevelopment Authority, which took possession after the fire.
