U.S., Mexico to Open Trade Talks

WASHINGTON — President Reagan and Mexican President Miguel de la Madrid announced today that their two governments will open negotiations on a new agreement aimed at expanding cross-border trade and investment.
After a meeting at the White House of more than 2 1/2 hours, Reagan said he and De la Madrid set a target date of 1987 for reaching an agreement. Reagan also announced that a six-year ban on imports of tuna from Mexico has been lifted. The restriction had been imposed after a dispute over fishing rights between the two countries.
