India plans to create a security zone along the Pakistani border and use new constitutional powers to take control of police, courts and prisons in the zone, the Indian Express newspaper reported. The newspaper said the government will introduce legislation for the security zone this week in the lower house of Parliament, where Prime Minister Rajiv Gandhi’s Congress-I Party holds a vast majority. The legislation would let the government create an army-patrolled security zone to seal the frontier against infiltration by Sikh extremists, who India claims are sheltered and trained in Pakistan. Pakistan denies the charge.
