An alleged cocaine boss sought since he was accidentally released from custody in New York City has been arrested in Colombia, officials said. Victor Eduardo Mera, 32, a former Colombian lawyer, had been a federal fugitive since Feb. 14, 1984, when he was released along with Severo Escobar because of an administrative error while being held for trial on $1-million cash bail. Escobar, 55, was captured by Colombian officials on Feb. 23, 1985, and sentenced to 30 years for conspiracy and cocaine distribution. Mera, who was arrested Saturday, is in custody in Bogota and extradition proceedings are pending, officials said.
