The 35-nation European Disarmament Conference hit a snag that could scuttle the chance of an agreement before the talks end Sept. 19 in Stockholm, senior Western diplomats said. They said the Soviet Union insists that inspectors checking military activities use planes provided by and flown by the host country, a stipulation that causes concern in the North Atlantic Treaty Organization, which fears that defective planes might be issued to thwart inspections. The United States and NATO last Friday welcomed the Soviets’ agreement to allow inspections but suggested that neutral planes be used.
