San Clemente : Council to Consider Slow-Growth Guidelines

A slow-growth ordinance passed by voters last November may be implemented this week by the City Council.

The council tonight will consider guidelines for issuing building permits for 500 houses and apartments per year, the limit set by the ballot measure.

A moratorium on building permits in the backcountry has been in effect since November, pending implementation of the new law.

If the council adopts the guidelines tonight, the city could begin accepting applications for 1986 and 1987 this week, Michael Philbrick, associate city planner, said.

According to the proposed guidelines, which the Planning Commission has approved, each development proposal would be graded on a point system having 26 categories in public service and design.

A proposal could be rejected if it failed to receive a minimum number of points in any category or in either of the two general categories.

A new residential development evaluation board, consisting of the Planning Commission members, will award the points, with the council making the final allocations.

Tonight’s meeting will begin at 7:30 in City Hall.
