The Nation : Some Norfolk Busing Ends

Fifteen years of court-ordered busing for racial balance in Norfolk, Va., ended for the city’s elementary school students with the first day of classes in their own neighborhoods. Students in grades six and above will continue to be bused. About 21,000 students were assigned to 35 neighborhood elementary schools, 10 of which are virtually all black. Of the 36,000 city students, 58% are black. Although a lawsuit challenging the neighborhood schools is pending before the U.S. Supreme Court, the school board voted in April to implement a compromise plan supported by black leaders.
