Pomona : Council OKs Moratorium

After three unsuccessful attempts, the City Council has approved a moratorium on commercial development along the South Garey Avenue corridor in Pomona. The ban, which originally was to have applied only to parcels of five acres or less, will prohibit all commercial development until June, 1987, along the avenue from Mission Boulevard to the Pomona Freeway.

Council members described the moratorium as an attempt to control growth along the commercial strip, but included a provision in the ordinance that allows the Planning Commission to grant conditional use permits for projects it deems to be of high quality.

The moratorium, which required support from four of the five council members, was approved when previous dissenters Vice Mayor Mark Nymeyer and Councilwoman Donna Smith joined their colleagues for a unanimous vote on the ban.
