The Monrovia City Council has adopted an ordinance stipulating that hotels and motels cannot rent a room more than twice in a 24-hour period. The ordinance, which affects five establishments, was passed at the request of the Police Department, City Manager James Starbird said. He said that although such hotels as Howard Johnson’s and Holiday Inn have their own regulations, the police have had indications that some motels were getting ready to rent rooms on an hourly basis for illicit purposes.
