The West German sea captain whose ship left 155 Sri Lankan castaways in lifeboats off the Canadian coast has been charged with criminal and immigration offenses, but he will not face extradition, the Royal Canadian Mounted Police said in Toronto. Warrants have been issued for Wolfgang Bindel, 45, of Nordenham, West Germany, and two Sri Lankans living in West Germany also were charged. Canada does not have an extradition treaty with West Germany.
