Chile’s President Augusto Pinochet, in a speech marking the 13th anniversary of the coup that brought him to power, criticized the Roman Catholic Church, the United States and his local political opponents. Answering criticism from all of those sources, he said that the state of siege he proclaimed in the wake of an attempt to assassinate him last weekend will bring about “a climate of security . . . beneficial to authentic democratic positions.”
