A sheet metal worker was charged with manslaughter in the death of former Reagan Administration adviser David Winston, 44. Police said Andrew Heagney, 22, of South San Francisco admitted punching Winston in the face Sept. 6 when Winston allegedly walked into an intersection against the light, forcing Heagney to slam on his brakes. Police said Winston struck his head on the pavement after Heagney punched him, suffering a cerebral hemorrhage and spinal cord injuries that led to his death. Heagney was originally booked on suspicion of murder but the district attorney’s office filed a reduced charge of manslaughter. Heagney remained in jail in lieu of $15,000 bond.
