Throwing another roadblock in the way of the long-delayed Seabrook, N.H., nuclear power plant, Massachusetts Gov. Michael S. Dukakis refused to submit emergency evacuation plans for six communities to the federal government. “All the evidence I possess tells me if a serious accident occurs at Seabrook . . . there are real dangers of radioactive exposure against which emergency planning and evacuation cannot adequately protect,” Dukakis said in Boston. Nuclear Regulatory Commission approval of evacuation plans in Massachusetts and in 17 New Hampshire towns is required.
