The Environmental Protection Agency said it has formally notified all 50 states of new limits on the use of lead in the installation and repair of public drinking-water supply systems. EPA Administrator Lee M. Thomas told governors the constraints are demanded by amendments passed in July to the Safe Drinking Water Act. Lead is a well-known toxin that has no useful function in the body.
