Mexico’s President Miguel de la Madrid, in a U.N. speech, indirectly criticized the United States for its support of contras fighting to overthrow the Nicaraguan government and for American cutbacks in financial backing for the United Nations. De la Madrid, without singling out Washington, said, “One state’s dissension with another’s political process does not justify, under any circumstances, the perpetration of acts beyond the bounds of international law.” De la Madrid also said that U.N. financial contributions “represent a juridical obligation that no one can repudiate unilaterally.” Congress has voted cuts of at least 20% in the U.S. assessed share of $210 million this year.
