The Senate voted to require the CIA to report on any involvement of Panama’s military forces in drug or arms trafficking or abuses of human rights. The directive was added to legislation authorizing the annual spending of intelligence agencies. The overall measure was passed on a voice vote and sent to a conference with the House, whose version contains no such provision. The House must concur before the directive can become law. The amendment was sponsored by Sen. Jesse Helms (R-N.C.), who says the Panamanian armed forces are corrupt and abusive.
