Soviet leader Mikhail S. Gorbachev hailed the Stockholm agreement on European security as a “major step” paving the way for reduced international tensions. “This is a victory of common sense,” Gorbachev said in a statement issued by the official Tass news agency. The Stockholm agreement, approved Sunday, requires notification of upcoming military exercises. It also marks the first Soviet acceptance of the right of a foreign power to make on-site inspections of movements of conventional forces on Soviet territory.
