SAN SALVADOR —
The government announced a $688-million budget for fiscal 1987 with a 20% increase in record military spending as it faces its eighth year of civil war against leftist rebels.
The proposed budget, unveiled Tuesday, includes only national funds. When American aid, which runs at about $1.5 million a day, is included, defense spending is expected to consume between 40% and 50% of the national operating budget.
