The Ugandan government has detained former Vice President Paulo Muwanga, two Cabinet ministers and a newspaper editor on subversion charges, the state-owned radio reported. Critics had charged that Muwanga rigged the election that brought Milton Obote to power in 1980 after the overthrow of dictator Idi Amin. Obote was ousted in 1985 by a military regime, and Muwanga served briefly in that government before it was driven out last January by the current leader, Yoweri Museveni. The arrested Cabinet members are Energy Minister Andrew Kayiira and Environmental Protection Minister David Lwanga.
