The Christian Democratic Union of West German Chancellor Helmut Kohl suffered losses in local elections in Lower Saxony but remained the nation’s strongest party in opinion polls. Computer projections for 30,000 seats on district, town and village councils in the state vote gave Kohl’s party 46.2%, the opposition Social Democrats 40.4%, the Free Democrats 5.4% and the radical Greens party 5.5%. The Christian Democratic total was down from 50.2% five years ago. General elections are set for Jan. 25, and national opinion polls show Kohl’s party with 46% support, compared to about 40% for the Social Democrats.
