U.S.-Soviet Daniloff Trade

Much credit has been handed to Secretary Shultz for ending the Daniloff-Zakharov standoff.
But one has to wonder. Just three days before these two pawns were given their walking papers home, Occidental Petroleum’s Armand Hammer had quietly flown to Moscow as a private citizen to meet with his top Soviet official contacts for the reported purpose of finding an amicable solution to this international contretemps.
Considering the considerable clout he has in the Kremlin, isn’t it quite possible Hammer hit the jackpot while Shultz and Soviet Foreign Minister Eduard Shevardnadze were busy doing their card tricks?
