South Korea’s main opposition party threw out a dual challenge to President Chun Doo Hwan, demanding a special plebiscite to let the people choose what form of government they want and defying threats of a government crackdown by carrying out a peaceful rally in Kunsan, a southwestern port about 110 miles from Seoul. Lee Min Woo, president of the New Korea Democratic Party, told the crowd of about 15,000, “Let the government beat us. Let the government jail us. . . . We have no way to retreat from our demand for direct presidential elections because we have made that promise to the people of Korea.”
