Saudi Arabia moved to break a deadlock at marathon talks in Geneva by agreeing to OPEC limits on oil production and proposing an increase in prices to at least $18 a barrel. Cartel ministers postponed until today a vote on approval of a final statement, extending the conference that began Oct. 6 to a record-breaking 14 days. The powerful Saudis agreed to extend until the end of the year a two-month output ceiling that was due to expire Oct. 31.
