The blueprints of the bombed U.S. Embassy annex in East Beirut are in the hands of 11 Lebanese construction firms that lack security clearances, U.S. News & World Report said in its Oct. 27 edition. The report said the apparent breach in procedure was uncovered by a confidential General Accounting Office investigation of the State Department’s program to improve security against terrorism. The State Department sold the blueprints for $250 a copy to Lebanese firms bidding for the $7.4-million renovation project, the magazine said.
