OPEC Row Stalls Pact

GENEVA —
A bitter standoff between Kuwait and a group of non-Arab OPEC members threatened today to unravel a nearly completed agreement on oil production controls aimed at strengthening oil prices. The ministers said they planned to meet again, probably Tuesday.
