A major pipe manufacturer pleaded guilty to conspiring with suppliers to bilk public and private utility projects nationwide and agreed in U.S. District Court in Seattle to pay restitution of up to $4.9 million. The B. F. Shaw Co. of Wilmington, Del., admitted that it conspired with supply companies in Pennsylvania, New Jersey and Wisconsin to pad shipping costs, then passed on the inflated costs to utilities building projects under “cost-plus” contracts, including the Washington Public Power Supply System.
