South Africa and Lesotho have signed an agreement to divert the flow of some rivers in the mountain kingdom and send water flowing through tunnels to the South African industrial heartland. The project, agreed to after 30 years of negotiations, involves damming rivers that form the source of the Orange River in northeastern Lesotho, reversing part of their flow and pouring water into the Vaal River basin in the Orange Free State of South Africa. The agreement also calls for Lesotho, which is surrounded by South Africa, to get 178 miles of new roads. The $1.8-billion project is to be completed by 1995.
