An agreement that requires Ashland Oil Inc. to pay $1 million if it does not sever business ties in South Africa was approved by the Los Angeles City Council as part of a pact that will qualify an Ashland subsidiary for a city contract. The arrangement, drawn up to comply with the city’s anti-apartheid policy, will allow the consulting firm of Daniel, Mann, Johnson & Mendenhall to work on the Hyperion waste water treatment project as part of an $11-million contract. As the consulting firm’s parent company, Ashland agreed to cease all business operations in South Africa by Jan. 5, 1987, or pay $20,000 for every day it goes over that deadline, up to a maximum of $1 million.
