Governor Taps Police Chief: Gov. George Deukmejian has named Fullerton Police Chief Martin Hairabedian to the Commission on Police Officer Standards and Training. Members of the panel, which advises local police agencies on rules, training and administrative matters, receive no pay except reimbursement for their expenses. Hairabedian, 54, replaces former Long Beach Police Chief Charles B. Ussery on the panel. Hairabedian has been police chief in Fullerton since 1977.
